Trouble Re: (0x81000370) using IM, MSN, Hotmail in a Ltd Account

I have just upgraded my PC to Windows XP Pro (from XP Home) and have found that Microsoft IM, and in-fact, access to hotmail and MSN does not work from the Limited Accounts set-up on the PC.  The specific error is “0x81000370”

The programs / websites work fine from the other account, which is an administrators account and work fine when I change the Limited Account to a Computer Administrator.

I have tried the following:

* Disabling the Norton Firewall & Anti-virus (no affect)
* Re-installing IM v6.1 (no affect)
* Disabling the XP Firewall (no affect)

– although the above should not make a difference since it works when the account is changed to Administrator.

Finally, from an earlier posting, I have also tried the following procedure, which also did not work:

"1.  The date on your computer needs to be set properly -- double click the clock verify that
the time and date are set.

2.  Clear your IE cache and cookies -- open Internet Explorer, click the Tools menu, then
Internet Options, then click the Delete Files button, and when that's complete click the
Delete Cookies button.

3.  Check your IE Security settings -- open Internet Explorer, click the Tools menu, then
Internet Options, then Advanced tab, scroll to the Security section, and verify that "Check
for server certificate revocation" is unchecked.  Also verify that 'Use SSL 2.0' and Use SSL
3.0' is checked, then click OK.

4.  Click Start, then Run, and enter the following: regsvr32 softpub.dll - then click OK"

Any ideas how to solve this mystery?

I know it's not really an answer, but messenger is included on the affected programs list.

How are they going into hotmail?  Through IE?

Check your IE Security settings (when logged in with a limited account) open Internet Explorer, click Tools/Internet Options/Advanced tab.  Under Security section, verify "Check for server certificate revocation" is unchecked. Also verify 'Use SSL 2.0' and Use SSL 3.0' are checked.
Did you try these:

If your password information is not saved, verify that you are typing it in with the correct case (uppercase or lowercase).

Change your password @ http://memberservicesnet.passport.com/memb...mberservice.srf, then try signing in again.


You should also go to a free, online antivirus scan site, and run a virus scan.  It is possible that you have the Blaster worm or a variant.  that has been known to cause problems with softpub.dll, which is a required dll for viewing secured sites.
Oops, that link won't work.  Go to http://memberservicesnet.passport.net/default.srf and select the appropriate menu options to change your password...

So, I have finally solved the problem after much trial and error:

It appears that after my upgrade from XP Home to Pro, the Norton Internet Security (v 2003) was corrupt.  Although I tried customising the firewall settings and other settings, none of it worked and I could only access IM when the account was not set to a Ltd account.

I then tried a removal of Norton and then re-installing it and that too did not work.  So this is what did work:

1) I removed all Norton programs (in my case this included NIS, Anti-Virus & SystemWorksl).
2) I then downloaded the Norton untilitied to conduct a complete removal of the NIS and Anti-Virus programs.  The utilities are: RnisUPG.exe and Rnav2003.exe.  These are freeware on the Symantec website.
3) I then restarted the PC
4) Installed NIS (inc Anti-Virus)
5) Restart
6) Installed SystemWorks

I have tested this over the last three days, and everything now seems to work.

I agree.  I've had a lot of quirky problems with Symantec's products.  Very few of them have adequately documented resolutions on their site.  I think semmes did a fine job of fielding this one himself/herself (sorry - no way to tell! :-). . .
PAQ and refund would be fine with me.

I had this same problem today. But for me I think it was a problem regarding server certificate revocation.
 I had the option "Check for server certificate revocation" checked in IE. And today was was getting a message asking to renew te certification for every SSL site I tried to use.
 I couldnt connect to MSN messenger until I tryied to access my hotmail e-mail account, clicked "yes" on the "server certificate revocation" error message and closed the MSN messenger.
 When I restarted it, I could connect without any problems. And I'm not getting anymore the "server certificate revocation" error message in the IE.
 Notice that I kept the option "Check for server certificate revocation" checked in IE options.

I have done all the above of the steps to solve the problem of the specific error is “0x81000370”, and I still have the same problem..
Neither Hotmail logins nor MSN !!!!

I have still and after all the procedures this message 0X81000370 error on msn. I cannot liog in any secure site, not in hotmail! I tried all what was indicated. on this site and others...I made a new account and tried to register on msn..No luck the server returns a negative answer when trying to register with .net passport.

I have reloaded the dll's, cleared the IE cookies, temps, selected differents levels of security, enabeld and disabled the server certificates revocation option..I have tried almost everything..No luck!

Can someboby help me before I have to format and re-install XP?

You shouldn't have to go that far.  If you have the Symantec products that semmes had, and did what semmes said fixed it, you shouldn't have a problem.

Heres a bunch of solutions who have worked for others trying to fix the 0x81000370 error.

List of solutions for overview:
1. Server Certificate Revocation On
2. Trusted sites
3. Antivirus
4. Anti Malware
5. SSL
6. Time\Date
7. Sfc and WFP
8. Qos
9. Ipconfig /flushdns

Try the following solutions:

1. ENABLE Server Certificate Revocation - Internet Options --> Advanced

2. Make sure the following four sites are listed in Internet Options ---> Security ---> Trusted Sites :

messenger.hotmail.com
loginnet.passport.com
login.passport.net
memberservicesnet.passport.net

Then hit Ok, whitch returns you to the Security tab in IE's Internet Options. Hit the Custom Level - button and set that to low (in the Reset to-textbox at the bottom of the window popping up.)
Hit ok, then ok again. Now restart, and try again.

3. Get some good Antivirus software and scan all harddrives after updating it to get the lastes definitions. Some viruses have been
known to make this error occur - sadly I dont know whitch ones.

4. Make sure to clean your harddrives and\or partitions of all other
spyware, malware or adware. In a anti-spyware review
( http://www.anti-spyware-review.toptenreviews.com/ ) Spy Sweeper
seems to ba a good choise then.

5. Make sure your IE is configured to use SSL 2.0 and SSL 3.0
IE Internet Options, Advanced, make sure the two SSL boxes are checked under Security.

6. Make sure Time and Date is correct. Controlpanet --> Time and Date

7. Run Windows' System file checker who checks all WFP (Windows File Protection) -files to eliminate that as source of the 0x81000370.
Start ---> Run. Type: sfc /scannow

8. (XP only) Windows XP's Qos Packet Sheduler and MSN doesnt like eachother. Disable Qos like this:
Control Panel ---> Network and Internet connection ---> Network connections.
Right click on the active internet connection and select properties. Uncheck Qos, click ok and reboot.

9. Thisone I found in another forum, havent tested it myself. Start --> Run. Type: ipcofig /flushdns



Some additional things to try if none has worked:
NAT firewalls are sometimes blocking the ports MSN uses to send its video. Some ISP's also block'em, asking them would be a good idea.
Check all third-party software like firewalls or such and make sure its not bothering MSN Messenger.
Run Windows update and get all the critical updates
Look for a new version of MSN Messenger - Download if found
Make sure to be logged in with most possible access.


If nothing works, call someone at MSN and yell alot. Sure made me feel better when I had a different error.

ShineOn - Theese things can fix the 0x81000370 error, so I figgured Id put it here even though its closed.
As for the credit, thats not really important to me. This problem is a bothersome one, and the answer
accepted doesnt allways fix the problem. Thanks for the pointers tho.
